Facts:

Payton Tirrell attended Quest University in Squamish, B.C. during the 2017-18 academic year and played for the school’s Men’s Basketball team, which competed in the PacWest/CCAA. Following last season, Quest University elected to suspend its varsity sports programs for financial reasons. As a result, Mr. Tirrell has transferred to GPRC and wishes to play for its Men’s Basketball team.

Prior to attending Quest University, Mr. Tirrell attended Shoreline College during the 2016-17 academic year and he attended Bellevue College during the 2015-16 academic year, playing for each school’s Basketball team in the Northwest Athletic Conference.

During the 2017-18 academic year, Mr. Tirrell successfully completed the equivalent of 18 credit hours at Quest University.

GPRC seeks a ruling that Mr. Tirrell is immediately eligible to compete.

Ruling:

Article I Section 5 Rule 1.6.1.2 of the ACAC Operating Code is worded as follows:

1.6.1.2. A student‐athlete who, for the second (or greater) time in their post‐secondary career, transfers from one CCAA institution to another CCAA institution in the same sport, IS required to sit‐out one (1) year (365 days) from the date of their last league/playoff game participation. (Added September, 2011/Amended August, 2014)

NOTE: The following types of transfers are not subject to article 1.6.1.2, above when determining the sit out rule:

g) Transfers that take place between institutions where one institution withdraws from, or no longer offers, that specific sport. (Added August 2016)

In this case, given that Quest University has discontinued its varsity sports program and Mr. Tirrell successfully completed 18 credit hours during the 2017-18 academic year, he is immediately eligible to compete within the Conference.

Mr. Tirrell is now deemed to have consumed three years of ACAC/CCAA eligibility.
