2012-13 SeasonNovember 28, 2012Facts: MacEwan has asked for a ruling on the eligibility status of a MacEwan student currently enrolled in a Co-op program at MacEwan. Jordan Steinke is currently enrolled in a MacEwan program that has a Co-op component in the Winter semester. The MacEwan registrar has confirmed that although the Co-op placement is only valued at 3 credits, that when the MacEwan student is on the Co-op part of the program MacEwan considers the student as a full-time student of the institution. After reviewing the ACAC Operating Code I have found that it is silent in relation to Co-op students. Looking at other conferences, particularly the CIS and OUA, they have a provisions in their operating codes that allows Co-op students to compete if the institution’s registrar deems them as full-time while they are on their placement. Ruling: Article I Section 5 Rule 1.1.1 of the Operating Code reads as follows: 1.1.1 Full-time Status The ACAC defines full-time status as being registered in and attending a minimum nine (9) credit hours (or equivalent as determined by the institution’s Registrar) in each semester in which they participate in ACAC competition). Although Mr. Steinke does not meet the 9 credit hour requirement the MacEwan registrar does consider students, while enrolled in this particular Co-op program, as having full-time status. I am therefore satisfied that the student-athlete does meet Article I, Section 5, Rule 1.1.1 of the Operating Code and deem him eligible to compete when on his Co-op placement. Recommendation: I would recommend that the Governance & Finance Committee review the Operating Code Eligibility section and add in a statement that speaks to practicum and Co-op placement students that is similar to what is written in the CIS operating code. This should supply some provide clarity and guidance to athletic directors in the future. Alan Rogan |
