The home team was denied an opportunity to make a substitution during the first game of a match. The team attempted to lodge a protest through the captain of the home team regarding the denial of substitution following protest protocol. The captain believed the referee refused his protest attempt and thus abandoned it. The referee did not acknowledge the home team’s attempt to protest. There was a difference in perception between the captain and the referee as to whether a protest was lodged. The home team coach continued to pursue the matter and received a “delay warning” later in the game. The referee admitted later that she was not aware of the ACAC substitution rule.
RULING:
Because the referee clearly erred in applying a rule or rule interpretation, the protest was upheld and the match was ordered to be replayed in its entirety.
